  18. <p>     With new urgency, an old joke is making the rounds in
  19. Moscow. It may not be a knee slapper, but the times make it
  20. worth retelling. Shifts in Soviet leadership have historically
  21. moved from the bald to the hirsute: from the chrome-dome Lenin
  22. to the brush-cut Stalin; from Khrushchev to Brezhnev; from
  23. Andropov to Chernenko. Which brings everyone to Mikhail
  24. Gorbachev, who is nearly as bald as a darning egg, and to the
  25. upstart Boris Yeltsin, whose mane of graying locks ruffles
  26. conspicuously these days in the winds of change.
